Last Thursday 09/13 the President signed the Miscellaneous Tariff Act, which eliminates or reduces duties on 1,600 tariff numbers. This will take effect based on entry date of 10/13 or later, and will last until 12/31/20 (unless renewed). New Chapter 99 numbers have been created for all these provisions. See the list at this link: https://www.congress.gov/bill/115th-congress/house-bill/4318/text . The list includes many diverse products, some with very odd or specific descriptions which cover only part of their tariff subheadings. There are very limited sample products from these categories, among others: Foodstuffs Coconut water Chemicals Dyes Plastic film, pipe, lids, caps Plastic cutlery Novelty backpacks Leather gloves and belts Fibers, yarns, fabrics Apparel, footwear, hats Glassware Drill bits Scissors and nail clippers Engines and parts Printers Saws Batteries Heaters Irons Cooking appliances Coffee makers Exercise equipment Strollers Golf clubs Tennis rackets Many of the items on the list overlap with the President’s Section 301 tariffs on China, which will still apply.
